they are one of the gangs. you can  see them at the conclave in a couple of shots in the front row. they have white shirts with a black handprint on them. in the game, they are by the coney subway station near voodoo motors

every warrior can use the spray as a weapon in ps2  is pressing circle and triangle
and in the movie you can see a guy at the big meeting with a shirt with the unionjack on it
this guy is a flash dealer too in the game
