I always figured the reason Ajax and Cochise messed with him is because he was so laid back and they knew he wouldn't take offense. Not because he was new and they were just screwing with him to screw with him.
Anyhoo here's how I always saw Cowboy. A close friend of Ajax's. (Just got that vibe between the two.) Like Cowboy and Ajax were tight. He was the most direct with Ajax. "Hey, Ajax lighten up." He meant what he said. The character was nice and laid back, but he seemed to know when to draw the line. Cowboy was a good soldier. A decent fighter. HE held his own with the punks but got kncoked out by the Furies. He just seemed like a geniunely nice guy, who was in the gang for general reasons.
I liked Cowboy, he was cool guy. I really dug how he tipped his hat to the danged undercover cop on the bench. JUst showed how much into his character Tom Mckitterick was.
