The One And Only?

Just after The Warriors arrive at the meeting, there is a shot of the platform where Cyrus stand and there is some dude dressed in a green gown with a medallion. Who is he? In one of the documentaries on the SE DVD, they say that there were two actors who played Cyrus because one didn't show for the speech. Do you think this is the original Cyrus? Or is he someone else?

That might of been Cyrus #1 but I don't think that guy, Cyrus #1 ever showed up for filming.
