My theory on that is that, Luther wouldn't risk getting checked out if there was a security check point anyplace---one of the lower guys would get beat on for bringing the gun in--cause there was supposed to be NO weapons of any kind, according to the terms of the truce.
Then they passed it to Luther, because, he was the big shot going to do the shooting. Plus none of the rest of them really wanted to die, in case anything went wrong---too bad they miscalculated.
