That's what I said before (only you said it better), it's like Luther's playing with them, and he's enjoying making their night hell, he's 'having a good time'. And the way it cuts straight to the Rogues after Fox wonders who set the fire, kind of implies that it could of been them.
Those are funny theories above, but you forgot one suspect - the DJ. While 'Nowhere To Run' was playing, she could've dashed out of the studio, legged it down to the tracks and set the fire. She's a fast runner (she used to run for the County), so she managed to make it back to the studio before the song finished.
