I took it to the post office, It was going to cost £14 postage plus the £15 i bought it for (£29=$45)

Try contacting their agent, Matt Beckoff. Deborah van valkenburgh did a fan made sequel to Streets of fire, so it's possible she would be open to your project, depending on how far along in pre-production you are.
Check out Warriors Alamo City fan film for what can be achieved with a small number of cast and little budget.
