I thought it was refering to new wool/sheep and he's the wolf.

So, yer right! it was NOT heard before the movie
It is very probable that "wool" is as you state, a reference to predator/prey (sheep/wolf) interactions
It could also be a subtle nod to female grooming habits, which were drastically different in the 70s as compared to now...

The phrase later evolved in the 80's as "Trim" instead of wool, so 4nik8's explanation is on the nail.
