What happens now that the nine Rogues have been killed? Obviously it seems that having a common enemy unties the gangs, so the "truce" between the gangs would mean every gang vs. the Rogues. Like Mussolini before WW2 tearing up Ethiopia cause it was easy and it untied the country.
And in that I figure that the united gangs would just go around wasting small-time gangs like the Orphans so they'd have something to do. I figure that once the big-time gangs had no one left to beat, and had no common purpose/goal, they'd just go back killing each other like before. I always figured that Cyrus' idea was just a pipe dream, there was no way they could stick together to "take over" NY, not to mention "taxing" the cops and the organized crime. When it comes down to it, Cyrus was perhaps the only really smart person in the whole "army." Masai seems more lik a fighter, and the gangs themselves, well "aren't exactly the state department type."
And for all we know maybe the leaders thought that Cyrus was the only one who could really do it, and they find Masai lacking, so there's a gang war for control over the New York gangs...interesting.
In short, I think that if they had joined together, it'd have been like a time bomb.
