Luther and Gangs Report......

Did the gangs have to report in?  I mean how did DJ Spice know about the Turnbull A.C.s', Orphans, and the Furies.  Also Masai says [about the Orphans who I guessed still checked in]: "They are not in our network".  Does he mean their radio/gang network?  Last but not least, I know Luther mentions on his 2nd call: "Just checkin' in".  I doubt he is calling the Riffs.  Opinions.

Good question.  I mean, in the beginning I used to think that the word spread around.  But than again, there was no one in the streets except the gangs themselves.  Thus, it does actually make sense for the gangs to check in to the Riffs, and the Riffs reporting it to the DJ.  And like you said, the way Luther talks to the other person on the line, still makes it seem impossible for it to be the Riffs.  Not for nothing, I am actually surprised there wasn't any special commentary on the DVD, to fill in some of these answers.  You know the ones like these where you have to think outside the box, and read in between the lines.

IMO,the Riffs were probably running the radio station,and the gangs were reporting their encounters with the Warriors to the Riffs/radio station.
When Masai mentioned 'network',I always thought he ment that the Orphans are not in the gangs network,that they didn't earn respect from the other gangs to call themselves 'the real gang',if you know what I mean.
About Luther,it seems to me that he was checkin' in to his 'boss' in the NYPD,cos I'm quite sure that he killed Cyrus cos someone from the police told him to do so!

Well I think they had to report in. Some gang member, after the fight vs Warriors, had to call The Riffs. 
I've always believed that the radio was at or near Riffs base and the DJ was a Riffs member, so it was easy send the words or other gangs news, even other days(we know all the gangs listen to that radio).
About luther, ye he wasn't speaking to The Riffs. IMO he was speaking to the "mind" of Cyrus shooting, and that "mind" was not a cop or some Riffs or someone else but an organized crim. boss. IMO. 8)
