To answer that quick. The movie takes place over 1 night(less then 24 hours) The whole movie is about getting the warriors. I dont think the Riffs were worried about the dream especially hours after the death of Cyrus.

In my view, Cyrus' dream was a throw-away plot point. You needed to get all the gangs in one place, have an incident, and set them all like baying hounds across the breadth of the city after the Warriors. (FYI - It's 27 miles from the Bronx to Coney!)
Anyway - If you recall, there were dozens of cop cars quietly pulling up during his speech, and right after the shot, all of the big spotlights come on. Basically, the cops were on to the plot, or at least aware that something was brewing. There was going to be a rumble of some kind, it just got triggered early when Luther shot Cyrus.
Had the asassination not happened, I'm guessing there would have been a general round-up of gang members and the dream would have disintegrated when the truce fell apart. As it was, Luther gave the cops a reason to bust heads at will, and haul anybody and everybody downtown they could get their hands on.

Yeah all i thought the interest was in finding the warriors after cyrus got killed.
