If you think about.. everyone was going a bit crazy at the time... screaming bout Cyrus great plan..

I think they would be to excited and probably have let their guard down and wouldn't have noticed a gun

But you're right, the Riffs might  (and maybe would have) noticed in real life but maybe they just couldn't see through the crowd very well cause everyone had their arms in the air.

When Luther pull the trigger, someone have to see that gun. When Warriors came to the conclave, you've seen some gangs, and before than Cyrus begin his speak, you've seen Rogues sitting at the wall. How I say, when Luther pull the trigger, close to him was I think Savage Huns and other gangs, they should hear the voice of gun close to them and screamed, "The Rogues shot Cyrus!"
