do any one know how to get the moon runners jacket or patch

Stay on the look out on ebay for the patch as 'RockStar'  produced some real patch beauties on the release of the game, as for the jacket - no idea

I thought most the Rock* patches were mini- and not jacket sized anyway?

Yeah the patches are small and not full size.
