The Black Hands reference in the game?

On the "Adios Amigo" level one of the Flash dealers has a grey shirt with a black hand symbol, I noticed that pictures of this particular gang had the exact same outfit, any ideas?

The flash dealer wearing the Union Jack shirt can also be seen at the meeting in the film, if I remember correctly. Chances are that Rockstar didn't know how to design the flash dealers and just used unknown gang members from the film.
Or maybe these particular gangs gained their income from dealing flash. 8)
