The High Hats on Coney Turf?

The Pics I saw at IGN were the High Hats and the Warriors Fighting but when I looked in the background it was on coney island (That and a sign that said "Dunk a Clown")

Are they at some Turf War in the game at some point?

I'll take out the high hats on any turf, bunch of wimps i tell you. I'm gonna wipe their face paint all over the pavement and hang them from streetlights by their braces. They're an embarrasment to all gangs.

I think your turf gets attacked every once in a while like in gta, but im not sure if its during the story or after you've completed the main game
