If the truce was off why didn't anyone try to jump the Rogues, if I am sure they drove through other gang territories.  Not only this but, I can't believe not a single cop car didn't noticed a beat up, painted with graffitti and full of gang members hearse driving around the city.  I mean I don't see that every day.

Interesting question. Well, the main focus was obviously The Warriors.  Now it looked as if most of the gangs, rounded up more amount of members, like the rogues for example, or the AC's.  They realized that other confrontation would cause chaos, realizing that other faction won't back down from a fight, yes even cowards like the Rogues, who have a gun as well.  The ultimate goal, is the warriors, but perhaps maybe if a few gangs caught them at the same time, the would get into a rumble, giving the warriors an advantage to escape.  And as for the cops, I suppose the rogues were in places where it calmed down.  After all it was way passed midnight, and I ma sure the police died down, while the Rouges hid in isolated areas.  And for that gang thing again, I am guessing each gangs respected other turfs, realizing they would have the disadvantage if they broke the rules.  After all, with the exception, of the Riffs, and Rogues, why didn't other gangs how up at Coney Island.  Because these barriers can be safe havens at times.

Maybe the truce was not really off.As you said,the Rogues were driving thru the other gang teritories,and no one didn't attack them.That is a clear sign that the truce is still on,and that all the gangs have one goal:to catch the Warriors.I guess they thought that the one who catches the ones that killed Cyrus(at least that's what the other gangs were thinking)they would get some credit in Riffs eyes,the most powerful gang in NY.
About the cops ,I think they didn't touch the Rogues because they've received the information that Luther is police informer

Yeh going with what Scurvy Dog said... like itd just be pointless if it wasnt still on because if in the chance 2 gangs did either corner or engage the the Warriors.... each gang there would be fighting to other gangs... like massive 3'some of savage beatings with no one winning.. and everyone loosing... where as if the truce was still on... the gangs could work together. which would make it one heck of alot easier for everyone BUT the Warriors...

Maybe the Roues were just too fast in their car, apart from the AC's and the Rogues we dont see any other gangs with transport like that, so if another team was on foot it would be pretty hard to catch the Rogues in their car.
