I was wondering what the Riffs Network is. Do they controll what happens?

The Riffs have a relationship with every bigtime gang in the city. Smaller outfits aren't a part of their network. Everybody understands that the Riffs are the biggest gang in the city and probably should not be challenged directly. The Riffs don't really control anything outside of their territory. If they tried to run every other gang they would be destroyed because while they're big, they're not so big that a united city of gangs against them wouldn't eliminate them. Hope that helps.

i agree. if they controlled everything then the conclave wouldnt have been as necessary.
