I think I know who Luther was talking to!!!

So I was watching the movie with my sister and we started talking about who Luther was talking to when he was at the candy shop, and she said it could have been the other Rogues at their safe house, which I have never thought of! It would make sense; "I'm just checking in" and "Take care of yourself", things that sounds like stuff he would say to a fellow Rogue. What do you guys think?

I was just thinking about this the other day and figured somebody on here would know or have a decent theory.
Well as Luther himself has answered it I guess we have to go with what he says.
I used to think he was talking to a Riff affiliate or scout.

Even though this has been discussed many, many times, I will tell you who he was talking to; His name was Madigan.
