I believe she was talking to everyone---and using the term "Boppers" as a universal word for any and all the gang members/street people that were "out there" and listening.
Boppers was/is a slang term for 60s/70s gang members or people who like to fight.
It also originally was used for the 50's rock and roll dancers. The Bop was one of the first set of rock and roll steps that took jitterbugging one step further. It was also used in several titles of early rock and roll songs, that were defined by a certain "bop" beat/ musical rhythm--that turned into a universal term for teenagers, who danced and or fought.
People who like action!! And keep up with what's happening.

Bopper 101
Yeah, she was talking to everyone listening, it seems to me that she might of been an informer for the Riffs. It was gang radio, she only used slang that gangs used in case cops were listening.
