I think that Luther was checking in with another member from the rougues.
Also a lot of night scenes are cut check out some of the links Gareth provides and you can see about 6 extra scenes like when that are searching for the park for the meeting.

My guess is that he was talking to a member of The Rogues who didn't make the nine sent to the meeting for whatever reason... perhaps Luther was actually reporting in to a more 'senior' member? Although the flaw in that argument would be why the other 8 Rogues allowed Luther to shoot Cyrus if he wasn't actually the 'main man' of The Rogues... he could even be reporting in, just to let his gang know that they hadn't been busted and also to find out for sure just what the Riffs had said. ie " They want them alive..."
Also... after the Riffs had 'sent the word' it would make sense if they sent the word to the homebase of the various gangs rather than try to make contact (apart from Radio broadcasts) with those soldiers already out and about dodging the police.
Or I could be way off base

I read the origional script and it saids he calls home so that means he's calling the rest of the rouges to tell them info

Interesting, but I think it is supposition. Nowhere in the script or the transcript does it indicate who Luther is talking to. It is one of the mysteries that the film simply does not answer.Sorry its not the script its Luthers Bio on the site
I think we need to contact David Patrick Kelly and ask him:
Who he was directed to act like he was talking to
Or, since he seems to be a method actor and was totally in character at the time, who he felt like he was talking to in both scenes.

Indeed. The Rogues, The Furies, and The Punks aren't even in the book. The Riffs are called the Thrones. The Warriors are called The Dominators. Up is down! Black is white!! Everything's spinning!! I love to read this thread for several reasons. First of all, it is the original. Nobody writes "use the search" in this thread because it was brand new. Refreshing! Also, in this thread you hear the first thoughts about it from guys who, today, can't bear to discuss this particular topic any further. And who can blame them? So, I was thinking about one response of Luther's: "They did? Well that's OK" Who did what and why was it OK? If I had to speculate I'd say the person told Luther that the Riffs put out an APB for the assassins.

I always thought he was talking to his dad for or Mother for one reason. When he first phoned them he had to explain everything that happened up in the Bronk. This means it couldnt have been a Riff because they knew what was going on. Also at the end of the phone calls. He says like "Take care of yourself" then he said aswered/ "I will" like that person just asked them the same thing. I dont think Luther would say that to a gang leader. So thats why I say Mother or Father.

That's a pretty damn good theory emissary, it would also half explain why he sounds so vague when he says "These guys, the warriors... I think this was done before but I guess it hasn't been locked...so thats good...about Luther talking to that mysterious person on the phone: that dilemma has been the biggest question since the beginning of the Warrior extravaganza...the first time I watched it I thought he was talking to a cop but something about it didn't sound right...a gang member talking to a cop?!?!? NAH...why would a cop be interested in the shooting of a gang member and even if the cop were interested wouldn't he have known thru an announcement (walkie talkies or cop radio) since cops were all over...it couldn't be another Rogue that stayed at their base...i'm guessing they planned to shoot Cyrus when they knew there were plans of a big meeting for a truce so that can't be it...maybe he was talking to one of the Lizzies...the way he treated that person on the phone was nicer than the way he treated his other members...so maybe the Lizzies were part of them...and the Lizzies did say: "they went up to the bronx...they're lame real crippled"...its real suspicious to me

What's interesting to me is: after the second phone call, Luther exits the phonebooth. The expression on his face is one of concern as he looks at his gang members. As he approaches them, he begins smiling and jumping and sounding as if everything's fine. To me, that's an effective leadership quality - he was worried but didn't let his followers know it, which kept their morale high and focused on the mission. A lot has been said, one way or another, about Cropsey being Luther's "toy". After this particular scene, when Luther pokes Cropsey in the head, Cropsey turns and looks as if he wants to smash Luther in the face. He doesn't because Luther is War Lord and is the bonafide leader of the gang, or Luther is War Chief and was appointed by someone higher up for very good reason.
