Luther the Leader?

Do you think that Luther is the main leader of the Rogues or do you think that he is just like in charge at the meeting and there is some other Rogue higher then him? Let me here your thoughts.

Yeah i reckon emmisary is right if you are going to say that this has been discussed before well at least say where it has been discussed before.

Hi bros, there are some opinions about "luther the leader" in "could luther have been a cop?" and "who's luther talking to?", but if someone finds the "exact-same" discussed before please post it.
Anyway ye he is the leader... if someone rules him, isn't from gang's world!!! 8)

i dont think he was a leader because he dosent seem smart enough to lead a whole gang maybe he was just a puppet for someone who wanted cyrus dead

This is interesting question.To me,Luther was always leaving an impression of being 2nd in command. That's probably because of his behaviour towards the other members of his gang,like he's trying to say that he's in charge now.Leaders don't behave like that,only the leaders wannabe!
