I wondered if maybe Luther was working with the cops. Maybe they caught him for something before the meeting, and in exchange for avoiding a long jail sentence, cut a deal with them to everyone else out, and agreed to take Cyrus out for them. The cops get rid of the most powerful gang leader, and it looks like just a gang hit, and Luther avoids jail.

Very good point, even if I always tought he was working with somebody else wanting the power...no police, but really your theory about exchange 4 avoiding jail is really interesting! 8)
