I'm guessing every gang that knew about the meeting was there. I mean look at the Orphans, they didn't know about anything and they weren't invited.

But possibly the Rogues weren't, I don't think Cyrus would have chosen such a weak minded gang to come, but maybe they heard about it and came anyways.

And that might be one onf the reasons why the cops were there. One gang decided to come and didn't get the news to not attract heat to the meeting, a cop follows and see's the meeting, radios in, next thing you know its a bust.

ok so a cop with 20 cop cars maybe more in his precinct area sees some guy headin towards a train station he notices there arnt much gangs around thinks somethings up radios in to all precinct area cars and decides to see where this guy goes and they all end up getting huge paychecks because they busted so many guys, it just seems to easy for cops, the gangs would check if they were being followed.

I say another gang tipped the cops and said this will be he biggest bust in history as i said earlier it seems Luther would profit from this idea most and remember he had guys always following him someone must of popped it into his head.

Well since Cyrus's emmissary's told the gangs who were coming, to not attract heat, and one gang decides to crash the meeting their not going to look if cops are following them because they don''t know whats going on. And one cop see's the meeting a couple hours before its started, so he radio's in a bust. But this is straying too far from the original topic anyways.

I just think that any gangs that knew about the meeting were invited. Because I don't know how a gang would have know about the meeting if Cyrus's emmissary didn't come, Thats how everyone else found about it.

masai sent an invitation to every popular gang in the city but i dont think they invited the rogues because the riffs know the rogues are bad so maybe they didnt want to send them and invitation but i like the rogues they are my third favourite gang. 8)

i believe that they were on the riffs network they seem like a sly bunch thats what i believe
