I think this has been brought up before but never fully understood or worded. This will be the main topic of it i guesse.

At the meeting when the cops came why didn't all the gangs unite and beat the cops i mean you heard cyrus with all those numbars.

Yeah i think this has been brought up before, but good point. All of the gang members in the meeting could have wrecked the few polices there no problem. But i think they wanted to keep things cool for now, or the police could tracked their colors, and would have arrested them.

You guys might be forgetting that the cops had guns and the gang members didn't.  Even though there were 900 gang members, they had plenty of cops to beat them into submission.

Also, everyone was in a state of panic.  Cyrus had just been shot, everyone was scattering everywhere.  And when it comes down to it, these are rival gangs and they don't take too kindly to unite for much of anything.

Someone just got shot, the last thing in their mind was to get together and go against the cops, when in fact the truce was never officially "sealed". I am sure some gangs still hated each other and lets not forget that jail ins't too appealing to the gang members, so the best thing to do was to run before more shots were fired or get busted!
