Sideways cap guy

When Cleon and the others first enter the conclave, you can see a black guy wearing a blue and white cap with a "R" on it. My guess is he's a Red Hook Shooter. Any other guesses?

I think he might be the last of a destroyers. i could have sworn i seen him as a destroyer in the game, or a flash dealer.

But there's no destroyers in the movie. They were in the game because Rockstar put them as to help the storyline.
