Cyrus's park speech is badly paced, needlessly extends his scene, contains mostly information that had already been made clear in previous takes, and does not add anything worth recalling. It is rather unconvincingly delivered, too - even considering the previously presented quality of Cyrur's take...

You're right, they are for the lighting. And if you look carefully you can also see the camera crane right smack in the middle. When the cops break up the enclave and everyone is running around like a bunch of hysterical hairdressers there is a wide angle shot of the entire scene which reveals a ton...
