I'd have to say the Riffs...Biggest gang and so disciplined.

I don't think the riffs would have had time to hide the body, they would have moved out as soon as the cops presence became to much to handle and left Cleon bleeding to death....I bet Cleon ended up as a 'John Doe' in the city morgue, Such a shame for a fearless leader.
