According to Rockstar they come from Hell's Kitchen, which seems fitting for them. R* seems to never know what there doin.. i mean look at all the errors they did in the game! There were very little errors. A good majority of the things that were wrong were done for the sake of making the game play...

Luther didn't seem to be any higher than a Lieutenant, and he also seemed to be acting on his own since he was reporting in to someone on the phone as you saw. There's a chance the Riffs may have decided to come down on The Rogues, or there's a chance they let them off with some serious compensation...

That could've been the case, but it wasn't in the deleted scenes, and on top of that it wasn't even in the original script. To add to that, they were more worried about getting home than they were about Cyrus getting wasted, and rightfully so if you know just how far Coney Island is from the top of ...

It's not too far-fetched that Fox would tell them that Luther shot Cyrus, but if he had, there would've been no reason to leave it out of the movie. So yeah... It didn't happen.
